Developing an Agency Protocol

The state of Florida does not have a formal Model Protocol for EMS agencies to follow. However, the Florida Department of Health lists multiple resources for EMS/First Responders from different national organizations.

Elements of an Agency Protocol

EMS agencies can develop their own protocol for suspected human trafficking cases. Typically, a program’s protocol will include:

  • Assessing victim’s immediate safety concerns
  • First treating any injuries/illness
  • Being familiar with any agency-specific policies regarding human trafficking
  • Becoming familiar with signs and effects of human trafficking
  • Documenting all findings
  • Alerting supervisors
  • Making reports to state abuse hotline or National Human Trafficking hotline
